Board Members

Board Members

The Board of Commissioners and Key Largo Wastewater Treatment District were created by Florida House Bill No. 471 in 2002. The business and affairs of the District are overseen by a five-member elected board. There are three leadership positions on the Board of Commissioners: Chair, Vice Chair, and Secretary-Treasurer which are elected by the Commissioners annually.

The election for Board of Commissioners is nonpartisan and is held every two years to create staggered four-year terms. Each board member must be a registered elector, residing within the boundaries of the District continually through his or her term.

Nicolas Rodriguez
Chairman

Term Expires: November 2024

Nicolas Rodriguez has made Key Largo his home for over ten years with his wife and two children. He is currently the Territory Manager for US Foods in Monroe County and is actively involved in the community, including attending local governmental meetings and coaching youth sports. He became involved with the KLWTD because of its concern and protection for our local environment.

Philip Schwartz
Commissioner

Term Expires: November 2024
Philip (Flip) Schwartz and his wife bought a home in Key Largo about 2 years ago after vacationing here for many years and thoroughly enjoying the area and the people. Mr. Schwartz recently retired from the Engineering firm he co-founded in 1997 and is anxious to help the district and give back to the community using his 45 years of experience in the Water/Wastewater industry. Mr. Schwartz was born and raised in the Philadelphia area (go Eagles!) and received his bachelor’s and master’s degrees in Civil/Environmental Engineering from Cornell University. He has experience in all facets of wastewater projects and infrastructure including planning, design, and construction management of all types of facilities.
