The Board of Commissioners and Key Largo Wastewater Treatment District were created by Florida House Bill No. 471 in 2002. The business and affairs of the District are overseen by a five-member elected board. There are three leadership positions on the Board of Commissioners: Chair, Vice Chair, and Secretary-Treasurer which are elected by the Commissioners annually.

The election for Board of Commissioners is nonpartisan and is held every two years to create staggered four-year terms. Each board member must be a registered elector, residing within the boundaries of the District continually through his or her term.

Chairman Dave Asdourian

David Asdourian, was born and raised in South Portland, Maine where he graduated 1971. Later, while working for BellSouth, he moved to Miami in 1980 and started visiting the Keys during his time off. In the mid 90’s he finally was able to get his own slice of paradise by getting transferred to the outside utility construction department relocating him to the Keys. During his time with BellSouth and later AT&T, he was shop steward for the Communication Workers of America (CWA).

Dave retired in 2007 after 35 years with BellSouth/AT&T and became interested in local wastewater issues in early 2010 by actively attending KLWTD meetings. When the Board needed to fill a vacancy left by a resigning Board member in 2012, Dave was happy to serve and became an appointed Commissioner.

In addition to his duties as a Board member with KLWTD, he also is active in his homeowner’s association. He and his wife, Anne, have made Key Largo their permanent home since 1999.

Commissioner Andy Tobin

Term: November 2018 – November 2022

In 1976 Mr. Tobin moved to Key Largo to accept a job as the prosecutor with the State Attorney’s Office for the Upper Keys. In 1979, he entered private practice where he concentrated on real estate related matters including land use, zoning, condemnation, and administrative law. In 1989, he was appointed by the Board of County Commissioners and the State Attorney for a one year term as the County’s first zoning prosecutor. He also owns an interest in Coastal Title and Closing Services.

Mr. Tobin has served on numerous community and civic organizations, including Kiwanis Club, Friends of Friendship Park (founding director), Council for People with Disabilities, Tavernier Fire Rescue (fireman/pro-bono attorney), Key Largo Fire Department (pro-bono attorney), Big Pine Charter School (founding director), and Habitat for Humanity.

Mr. Tobin was elected to the Key Largo Wastewater Treatment District in 2002, and served as its first chairman. He was re-elected in 2006, 2010, and 2014. He has been a strong advocate of a Key Largo/Islamorada contract that would benefit both Key Largo and Islamorada.

Commissioner Sue Heim

Commissioner Robby Majeska

Robert Majeska moved to Key Largo in 1998 to raise his family in a small community environment. He is the current business owner of Keys Kritters Pet Store in Key Largo. Robert is involved with local schools and is an active Boy Scout Leader. He was elected to the KLWTD in 2008 as fiscal conservative.

Commissioner Nicolas Rodriguez

Nicolas Rodriguez has made the Keys his home for the best six years with his wife and two young children. He is currently the General Manager of Mrs. Mac’s Kitchens and is actively involved in the community, including attending local governmental meetings and coaching youth sports. He became involved with the KLWTD because of its concern and protection for our local environment.
