In 2002, Florida House Bill No.471 created the Key Largo Wastewater Treatment District (KLWTD), and a five-member Board of Commissioners to oversee KLWTD’s business.
The Commissioners must be registered electors, residing within the boundaries of the KLWTD continually through the 4-year term of office, and elected by the Island of Key Largo voters in a nonpartisan election. The Board of Commissioners has 3 officer positions, which the board members annually elect amongst themselves to fill, Chair, Vice-Chair, and Secretary-Treasurer.
