Board Profile

The Board of Commissioners and Key Largo Wastewater Treatment District were created by Florida House Bill No. 471 in 2002. The business and affairs of the District are overseen by a five-member elected board. There are three leadership positions on the Board of Commissioners: Chair, Vice Chair, and Secretary-Treasurer which are elected by the Commissioners annually.
The election for Board of Commissioners is nonpartisan and is held every two years to create staggered four-year terms. Each board member must be a registered elector, residing within the boundaries of the District continually through his or her term.

Chairman Nicolas Rodriguez

Nicolas Rodriguez has made the Keys his home for the best six years with his wife and two young children. He is currently the General Manager of Mrs. Mac’s Kitchens and is actively involved in the community, including attending local governmental meetings and coaching youth sports. He became involved with the KLWTD because of its concern and protection for our local environment.

Commissioner Philip Schwartz, P.E.

Philip (Flip) Schwartz and his wife bought a home in Key Largo about 4 years ago after vacationing here for many years and thoroughly enjoying the area and the people. Mr. Schwartz recently retired from the Engineering firm he co-founded in 1997 and is anxious to help district and give back to the community using his 45 years of experience in the Water/Wastewater industry. Mr. Schwartz was born and raised in the Philadelphia area (go Eagles!) and received his bachelor’s and master’s degrees in Civil/Environmental Engineering from Cornell University. He has experience in all facets of wastewater projects and infrastructure including planning, design, and construction management of all types of facilities.

Commissioner Matthew Hardee, ESQ.

Matthew Hardee is an attorney at Hutchison & Tubiana, PLLC, where his practice spans real property, land use, construction, family, and criminal matters.

The Florida Keys have always been his home. Raised there, he developed an early appreciation for its natural beauty and the fragile ecosystem that sustains it.

After leaving to pursue higher education, he earned his B.A. in Political Science from University of Central Florida and his law degree from Florida International University before returning to the Florida Keys in 2017 to practice law and continue building his life in the community to which he has deep ties.

He serves on the Key Largo Wastewater Treatment District to give back to the community that shaped him and to help ensure the Keys remain a sustainable and well-managed place to live.

He lives in Key Largo with his wife and their two dogs.

I am proud to be a Board Member for Key Largo Wastewater Treatment District. My background in customer service and the business industry, along with my history of community involvement, will support the growth of the organization and represent the associates of KLWTD. I was born and raised in Key Largo and attended Island Christian School for many years; I graduated from Coral Shores High School. After graduation, I left the Keys and started my career with Publix Supermarkets. I returned to Key Largo in 2010 as a District Manager with Publix Super Markets and then after 33 years of a great career, I retired in 2017. I have served on various boards in the past such as United Way of St. Lucie County, Okeechobee County, Palm Beach County, and Monroe County. I was on the Board of Directors for Mustard Seed Ministries in St. Lucie County which supported many soup kitchens and a plethora of needs in the community. I serve on the board of KLWTD to give back to the community I grew up in, support the needs of our county, and represent our residents.
